REQUIREMENTS
-Grade 12. -National Diploma or Degree in Town & Regional Planning, Land Use Management or related field. -Registration with SACPLAN as technical planner or professional planner will be an added advantage. -Registration or eligibility to register as a Peace Officer.will be an added advantage. -Meet MFMA minimum Competency requirements or qualify for dispensation will be an added advantage. -Computer Literate (MS Word, Excel & PowerPoint). Proficiency in report writing and record-keeping -Valid driver’s licence. -Excellent communication, interpersonal skills, proven management skills (including analytical thinking, empowerment, adaptability, leadership, conceptual, presentation, conflict management, attention to detail and negotiation skills). -Project management and financial management skills. Knowledge and experience in conducting site inspections, investigating complaints, and enforcing land use regulations. -knowledge of the relevant land use legislations & regulations, including SPLUMA, Municipal land use planning by-laws and zoning schemes. -Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies. -3 to 5 years’ relevant experience in Town Planning, land use management within Local Government Authority.
DUTIES
-Land Use Compliance & Enforcement: -Conduct site inspection to ensure compliance with land use regulations and zoning schemes. -Responsible for the land use audit of the municipality. Investigate and respond to complaints related to unauthorized land use, illegal building work, and zoning contraventions. -Issue land use contravention notices and follow up to ensure corrective action is taken. Consider, comment on or make recommendations on any land use enforcement matter associated with or depending on land use rights -Liaise with corporate Legal section for the processing of legal action against non-compliant property owners. Perform any tasks associated with the monitoring of land use in line with the Land Use Scheme and any other planning legislation -Processing & Evaluating Applications: Evaluate and assess land use applications for compliance and ensure conclusion of findings to support decision making-Accept and process land use applications, -rezoning requests, -consent use, and site development plans. -Conduct preliminary assessments to ensure applications align with municipal planning policies and regulations. Provide advice and make information available to the public, landowners, stakeholders or authorities regarding the status of land use enforcement and zoning compliance, legal procedures and relevant processes -Collaborate with town planners and other municipal departments to facilitate the approval process. Stakeholder Engagement & Liaison: -Communicate with property owners, developers, and businesses regarding land use and zoning compliance. -Provide guidance and information on land use applications and zoning requirements. -Educate the public on municipal planning regulations and assist with inquiries. -Reporting & Documentation: -Maintain accurate records of complaints, inspections, contraventions, and enforcement actions. -Compile reports on land use compliance, application processing and enforcement activities. -Prepare documentation and evidence for legal proceedings when required. -Perform any other related ad hoc tasks as instructed by management from time to time.
SALARY R 390 120,00 p.a – R 484 704,00 p.a ( Level 6/5 of a Grade 04 Local Authority)
Total package inclusive of all benefits: R 649 148,32p.a
