REQUIREMENTS

 

- Relevant B-Degree in Accounting/Finance or equivalent qualification (NQF 7). - Driver’s License with own vehicle. - Meet MFMA minimum competency requirement or qualify for dispensation. - Sound knowledge and understanding of Local Government legislation (MFMA, SCM and GRAP). - Proven financial management skills. - Computer literate (MSWord, Excel and PowerPoint). - Experience in financial systems (like SOLAR or similar financial system). – Experience in using e-Procurement system(s). - Excellent communication & interpersonal skills. - Proven management skills including analytical thinking, empowerment, adaptability, communication, conceptual skills, leadership skills, presentation skills, conflict & stress management, negotiation skills, attention to detail. - Project Management & Financial Management skills. - Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies. - Proven knowledge of Local Government Supply Chain Regulations. Registration with a professional body will be an added advantage. – 05 (Five) to 10 (10) years relevant experience related to Supply Chain Management of which 3 (Three) years must be at Middle Management Level.

 

DUTIES

 

- Manage all related SCM processes, procedures and workflows of the section including but not limited to: ensuring the effective management of the municipality’s SCM unit. - General Supply Chain Management Duties (demand, acquisition, risk, disposal, performance management and to maintain a database for service providers/vendors per commodity). - Managing Bid procedures and processes and committees (maintain bid register, and manages the opening, capturing and evaluation of bids for the municipality, manage recommendation reports for the bid adjudication committee). - Disposal Management (responsible for disposal of redundant and obsolete items as per supply chain management policy). - Management of stores (responsible for receipt of stock, safeguarding, issuing and balancing of stock). - Ensures that all directives, legislation, regulations, delegations and policies are adhered to. - Ensure that Council’s SCM matters are in accordance with MFMA guidelines and legislation. - Ensure compliance with National Treasury Reporting standards. - Ensures that General Conditions of Contract, SRCC, MOU’s and SLA’s are strictly adhered to. - Prepare and submit reports to the Executive Director Financial Services (CFO) and other relevant municipal and political structures. - Manages the daily/monthly functions of the section related to administration, personnel and communication. - Perform any other related Ad Hoc tasks and duties as requested or required by management from time to time

 

SALARY: R706 332.00 p.a. (Level 01 of a Grade 04 Local Authority)

Total Package Inclusive of all Benefits: R1 160 268.76 p.a.
