REQUIREMENTS

 

A NQF7 qualification or equivalent in Information Technology, Computer Science, or Information Systems. A suitable NQF8 qualification, in Information Technology, Computer Science, or Information Systems will be an added advantage -Code 08 Driver’s License -Meet MFMA minimum competency requirements of qualify for dispensation -Advanced computer literacy (MSWord, Excel & PowerPoint) -Advanced knowledge of Microsoft, Cloud Computing, VMWare, Systems Security and Networking will be a strong recommendation -Excellent communication and interpersonal skills -Proven Management skills including: analytical thinking, empowerment, adaptability, leadership, conceptual, presentation, conflict handling, negotiation and stress management skills. Proven project management experience in managing medium to large projects -Ability to operate at a strategic and operational level, across various internal and external stakeholders. Attention to detail -Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies/procedures - 10 years relevant experience in information and communication technology of which 5 years of management (middle management) experience in an ICT environment, including strategic leadership and public sector regulatory compliance.

 

DUTIES

 

Core duties include Strategic Leadership, Governance and Compliance (MFMA, PAIA, POPIA etc), Practical application of key Governance Frameworks (COBIT, ITIL, King IV). Framework Implementation: Standardize municipal processes using public sector frameworks like COBIT, ITIL, and the DPSA Corporate Governance of ICT Policy. Regulatory Compliance: Maintain full compliance with legislative requirements governing data, transparency, and public infrastructure, including POPIA, PAIA, and the Municipal Systems Act. Audit Mitigation: Collaborate with internal and external auditors (such as the Auditor-General) to address, clear, and prevent ICT-related audit findings. Business Continuity: Establish, test, and oversee the municipal ICT Disaster Recovery Plan (DRP) and cybersecurity readiness structures. Infrastructure & Application Management: Network & Data Centres: Direct the operations of the municipal data centre, server environments, Cloud environments and localized network architectures (WAN/LAN). System Integration: Oversee key municipal enterprise software applications, specifically financial systems matching mSCOA (Municipal Standard Chart of Accounts) compliance. Asset Lifecycle: Manage hardware, software licensing portfolios, and technical assets across all local administrative offices. Financial & Supply Chain Management (SCM): Budget Oversight: Formulate and manage capital (CAPEX) and operational (OPEX) budgets for the ICT directorate following the Municipal Finance Management Act (MFMA).Tender & Contract Specifications: Draft terms of reference (ToR) and clear technical specifications for complex SCM bidding processes. Vendor & SLA Management: Oversee service level agreements (SLAs) with external technology vendors and service providers. Service Delivery & Support Functions: Helpdesk Management: Ensure the municipal helpdesk operates efficiently to resolve internal system issues promptly. Public Interface Technology: Maintain high uptime for billing systems, pre-paid electricity/water portals, and community-facing networks to protect municipal revenue collection pipelines. People Management & Change Enablement: Staff Performance: Direct and review the performance of ICT personnel (including Assistant Directors and System Administrators). Skills Capacitation: Draft workplace skills plans (WSP) to continuously upskill staff on evolving software and cybersecurity standards. Perform any other related ad hoc tasks as and when required or instructed by the Head of Department.

 

SALARY               R739 884.00 p.a ( Level 1 of a Grade 04 Local Authority)

                              Total package inclusive of all benefits: R1 206 522.16 p.a
