REQUIREMENTS
Grade 12. - Bachelor’s Degree in Town Planning or other relevant Town/Urban Planning qualifications. - Computer proficient (MS Word, Excel, and PowerPoint). - Valid driver’s License. - Excellent verbal and written communication skills. - Excellent planning and organising skills. - Experience with performance evaluation process. - Sound working knowledge of applicable planning legislation. - Registration as Professional Planner with SACPLAN or eligible for registration as a Professional Planner would be an added advantage. - Ability to analyse and interpret spatial information. - Project Management and Financial Management skills and experience. - Meet MFMA Minimum Competency levels or qualify for dispensation. - A minimum of 10 years relevant experience pertaining to Town Planning, Building Control and Land Use, and IDP functions, of which 3 years must be at a Senior Management level.
DUTIES
-Provide strategic leadership and oversight of the Development and Planning Unit, including Land Use Management, Urban Planning and GIS, Spatial Planning, and Integrated Development Planning (IDP). -Ensure lawful, efficient administration of land use and building control in terms of applicable legislation and municipal by-laws. - Oversee and enforce compliance with planning, land use and building control by-laws, ensuring orderly development and addressing contraventions within the municipal area. - Lead the development, implementation and review of the IDP, Spatial Development Framework and related sector plans in alignment with municipal, provincial and national priorities. -Drive spatial and forward planning to guide sustainable growth, settlement patterns, infrastructure investment and economic development. -Manage Council-owned land and property portfolios in support of municipal objectives. -Ensure sound governance, performance, financial and human resource management within the Directorate in line with the MFMA and municipal policies. -Advise Executive Management and Council on development and planning matters and coordinate intergovernmental and stakeholder engagement. -Drive service excellence, innovation and regulatory efficiency within the Unit. Manage divisional operations and staff. Perform any other related tasks that may be required from time to time by management.

Applicants should NOTE that the purpose of the erratum is to comply with the provision of the Spatial Planning and Land Use Management Act (SPLUMA), in respect of the registration with SACPLAN. Applicants should note that the role, in terms of legislation, requires REGISTRATION AS PROFESSIONAL PLANNER WITH SACPLAN; this is a requirement and not an added advantage.
SALARY: R 706 332.00 p.a. (Level 01 of a Grade 04 Local Authority)
