REQUIREMENTS
- Grade 12. - Relevant bachelor’s degree or equivalent NQF Level 7 qualification in Finance, Accounting, or related field. - Valid drivers’ licence. - Meet MFMA minimum competency requirements or qualify for dispensation. -Knowledge of Payday Payroll system and Solar (BCX) System will be an added advantage. - Strong knowledge of municipal financial legislation, including MFMA and Treasury Regulations. - Project Management and Financial Management skills and experience. - Competent in implementation, interpretation and enforcement of relevant legislation and applicable policies. - Computer literate (MS Word, MS Excel, PowerPoint). - Proven management and leadership skills. - Excellent communication and interpersonal skills. - Analytical thinking and attention to detail. - Report writing and presentation skills. - Conflict management, negotiation, and problem-solving skills Proven management skills including analytical thinking, empowerment, adaptability, communication, conceptual skills, conflict and stress management skills, negotiation skills. - Knowledge of planning procedures and regulations. - Minimum of 3–5 years’ relevant middle management experience in Local Government Finance, specifically in Expenditure, Creditors, and Payroll.
DUTIES
-Manage and oversee the Creditors and Payroll functions within the Expenditure Division. - Ensure accurate and timely processing of payments, including EFT payments, and ensure all payments are uploaded to the bank and fully processed. - Ensure creditors’ reconciliations are completed monthly. - Ensure monthly updating and balancing of the retention register. - Administer and maintain the municipal payroll system. - Responsible for ensuring that all new appointments, resignations, promotions, acting allowances, banking detail updates, and capturing of long-service days sold are processed accurately and timeously. - Responsible for updating all salary increases approved by SALGA and upper limits as legislated for Municipal Councillors and Senior Managers (Section 56) remuneration packages in accordance with the Government Gazette. - Responsible for accruals at year-end, including long service, post-retirement benefits, leave, and creditors. - Submit VAT returns, balance the VAT201, and ensure submission to SARS. - Create third-party appointments (IT88A), process salary deductions, reconcile EMP201 and EMP501 submissions, and submit to SARS. - Ensure compliance with the MFMA, applicable legislation, policies, and internal financial controls. - Compile and manage the salary budget and monitor expenditure trends. - Reconcile suspense accounts and ensure the accuracy and integrity of financial records. - Submit statutory returns, including VAT and IRP5s, within prescribed deadlines. - Process and resolve queries related to payments, salaries, creditors, and financial transactions. - Manage and control a confidential filing system to safeguard information pertaining to financial transactions. - Supervise, develop, and manage the performance of staff within the section. - Contribute to the development and implementation of operational and business plans. - Prepare and submit financial and management reports as required. - Manage stakeholder relationships and ensure effective communication within the section and across departments. - Perform any other related ad hoc tasks and duties as requested or required by management from time to time.
SALARY R 507 912.00 p.a. – R 546 840.00 p.a. (Level 04 of a Grade 04 Local Authority)
Total Package Inclusive of all Benefits: R 840 382.16 p.a.
